My Profile
Kofi Totobi Quakyi has had a long and distinguished career in Ghana’s public service. He served in the PNDC Administration from 1982 to 1992, first as PNDC Deputy Secretary for Information and later as the substantive Secretary. Mr. Quakyi occupied the position until the advent of multiparty democracy in 1992.
In 1993, he was reappointed Minister of Information under the Fourth Republican constitution and rose to become Minister of National Security between 1997 and 2001.
He served as Senior Political Adviser to the late President John Evans Atta Mills. He was at various times the Chairman of the Governing Boards of the National Communication Authority (NCA) and the Food and Drugs Authority (FDA).

You earned respect and recognition for your courage, political endeavour, and astuteness, even as you almost paid a price. You were involved in all aspects of governance and the processes leading to the establishment of constitutional rule in 1992.
You were the first Minister of Information under the 4th Republican Constitution, serving from 1992 to 1996, making you, to date, the longest-serving political head in the Information Ministry’s history.
Your handling of national issues was exemplary, and in 1997, you rose to the position of Minister for National Security. You approached the new assignment with your usual efficiency, tact, and diligence.
As Minister for National Security from 1997 to 2001, you developed a collaborative strategy with national security agencies in neighbouring countries of Togo, Benin, the Ivory Coast, and Nigeria, leading to the establishment of a permanent sub-regional body to share intelligence on cross-border crimes, narcotic and human trafficking, illicit trade in small arms, and other common security threats.
You played a pivotal role in Ghana’s peaceful and historic political transition in 2001, which saw a smooth handover from one government to another.
You served as Senior Political Adviser at the Presidency between 2009 and 2012. At various times between 2009 and 2016, you served as Chairman of the Governing Boards of the National Communications Authority (NCA) and Food and Drugs Authority (FDA).
In all the public service positions you have held, you have left your footprints in the sands of time.
You have proven to be result-oriented, dependable, versatile, multi-talented, and excellent at organisational skills. You have placed all these qualities at the service of the country.
In recognition of your outstanding contribution to public service, the Republic of Ghana confers on you, KOFI TOTOBI QUAKYI, the State Honour of COMPANION OF THE ORDER OF THE VOLTA.
